State, by means of Social Security, grants a series of helps which aim to prevent, mend or o overcome certain states of misfortune or specific needs. As far as families are referred, it grants the following benefits:

Financial children’s birth assistance 
These benefits are granted to families being in two situations:

• When the third or next child is born.
• When the childbirth is multiple.
  

This assistance is given in a n o­nly payment. To ask for these benefits or for further information about them, those interested in them should address to INSS’s offices in the town where family unit lives.

Family child in charge assistance
It is an economic assignment granted to satisfy a need situation or excess expenses overcome by some families with minor or disabled children in their charge. They can also gain access to these benefits:

• Minors being orphans of father and mother.
• Abandoned minors being or not in fostering.
  

To ask for this assistance please address ro INSS’s offices in the town where family unit lives; in case of being affiliated to the General regime of the Social Security of Sea Workers request should be made in the ISM’s Dirección Provincial.

Parental permissions
Work permissions consist of having the right to stop working for a period of time, being either man or woman, but gaining all or part of the payroll. The types of permission are the following:

• Permission for biological-adoption and fostering This is a period of labour rest which every worker has in case of childbirth, adoption or permanent or preadopting fostering without losing their swage and work rights. Institutions being in charge of managing this permission are INSS and INEM.
• Working day reduction: workers have the right to ask for a reduction of their working day for feeding the newborn baby under 9 months, for looking after relatives, and so o­n. To ask for further information or this permission, worker should address to his/her employer or to INSS’ offices in the town where (s)he lives. 
• Extended leave of absence: it is the permission a worker has right to have for a period of time, but without the right to keep o­n being paid the wage (s)he World be gaining.  En los casos en los cuáles se puede solicitar son: 
  
• For looking after children under 3 years.
• For looking after relatives.
  

Assistance to numerous families
Jobs, migration operations, unemployment, education, transport, housing, colonization, shelters, health.

Assistance for employment
Assistance can be aimed at grating assistance benefits by State by means of INEM or by means of the promotion of hiring certain collectives set inside the State’s present employment politics.

Tax benefits o­n physical people’s rent  (IRPF)  due to child in charge
Tax measures supporting families can be set not o­nly by the State but also by certain Autonomous Communities which have assumed competences or which already have this competence because of their regime granted by charter (Basque Country and Navarre). Some of these measures are the possibility to make a joint statement,   exemption from maintenance, deduction due to investment in habitual house, favourable taxation of benefits in favour of children. They should be taken into account illness expenses and those of treatment and care which may affect the contributor, and also a series of reductions and deductions. Those interested in obtaining further information about such benefits should address to Autonomous Community Administrative Offices.
 
Social benefits for families in the public system of services
Benefits which will be now described are available in every Autonomous Community, although they can be given different names:

• Information and guidance.
• House assistance and support of coexistence unit.
• Alternative accommodation.
• Prevention and integration.
• Promotion of solidarity and social cooperation.

Program in support of families being in special situations
Within the framework of  technical and economic collaboration existing between the General State Civil service and Autonomous Communities’ Administration  and autonomous cities  and Local Administration y la (Councils and regional Councils), it is co-financed a Program in support of families being in special situations. Its main aim is to support and assist families who can be overcoming an especially difficult situation by any reason, and it is divided into four program areas:

• For the situations of serious lack of economic resources or situations o­n which parents cannot assist their children adequately due to various reasons or are at risk from suffering mistreatment due to abandonment or carelessness , there is  the PROGRAM FOR FAMILY EDUCATION AND ASSISTANCE TO FAMILIES BEING UNPRIVILEGED OR IN SITUATION OF RISK.
• For the situations in which the father or the mother has to look after minors o­n their own because of divorce, house abandonment or o­n his/her own decision, and also find themselves in a situation of serious lack of economic resources, there is the PROGRAM IN SUPPORT OF o­nE PARENT FAMILIES.
• For the situations in which inside the family there are problems of violence there is the PROGRAM IN SUPPORT OF FAMILIES INSIDE WHICH DOMESTIC VIOLENCE TAKES PLACE.
• For the situations of conflict or  problems of family relationship and when this situation can lead to a family ‘s breaking-off or to situations in which the couple has decided to separate, or when there are some problems for the father or mother not living with the child as it has been set by a Judge, there is the PROGRAM OF GUIDANCE AND FAMILY MEDIATION

These programs have recently been set in motion and they do not assist families being in the previously described situations yet. During next years they will be increased to reach the greater amount of families in need of it.
