State, by means of Social Security, grants a series of helps which aim to prevent, mend or o overcome certain states of misfortune or specific needs. As far as families are referred, it grants the following benefits:
Financial children’s birth assistance
These benefits are granted to families being in two situations:
This assistance is given in a n only payment. To ask for these benefits or for further information about them, those interested in them should address to INSS’s offices in the town where family unit lives.
Family child in charge assistance
It is an economic assignment granted to satisfy a need situation or excess expenses overcome by some families with minor or disabled children in their charge. They can also gain access to these benefits:

Parental permissions
Work permissions consist of having the right to stop working for a period of time, being either man or woman, but gaining all or part of the payroll. The types of permission are the following:
Assistance to numerous families
Jobs, migration operations, unemployment, education, transport, housing, colonization, shelters, health.
Assistance for employment
Assistance can be aimed at grating assistance benefits by State by means of INEM or by means of the promotion of hiring certain collectives set inside the State’s present employment politics.
Tax benefits on physical people’s rent (IRPF) due to child in charge
Tax measures supporting families can be set not only by the State but also by certain Autonomous Communities which have assumed competences or which already have this competence because of their regime granted by charter (Basque Country and Navarre). Some of these measures are the possibility to make a joint statement, exemption from maintenance, deduction due to investment in habitual house, favourable taxation of benefits in favour of children. They should be taken into account illness expenses and those of treatment and care which may affect the contributor, and also a series of reductions and deductions. Benefits which will be now described are available in every Autonomous Community, although they can be given different names:
Program in support of families being in special situations
Within the framework of technical and economic collaboration existing between the General State Civil service and Autonomous Communities’ Administration and autonomous cities and Local Administration y la (Councils and regional Councils), it is co-financed a Program in support of families being in special situations. Its main aim is to support and assist families who can be overcoming an especially difficult situation by any reason, and it is divided into four program areas:
These programs have recently been set in motion and they do not assist families being in the previously described situations yet. During next years they will be increased to reach the greater amount of families in need of it.
